Title 24 Lighting and Wiring in an Irvine Kitchen Remodel: What Comes With the Permit

Most people plan a kitchen remodel from the surfaces inward. Cabinet doors first, then a counter, then a backsplash tile, then maybe a faucet. The lighting gets picked near the end, usually from a showroom, and the wiring does not come up at all until an electrician walks in and starts asking questions nobody can answer.
In Irvine that order causes trouble, because a remodel that changes the layout or the lighting goes through a permit, and a permit brings two sets of rules with it. The electrical code decides what circuits the kitchen needs and how they are protected. California’s Title 24 energy code decides what kind of lighting you can install and how it has to be controlled. Neither is hard to meet. Both are much easier to meet if you plan for them before the cabinets are ordered.
This is the explanation we give homeowners at the kitchen table, before any demolition.
Why a Kitchen Permit Pulls in the Lighting
A cosmetic update, such as painting cabinets or swapping a faucet in place, usually does not need a permit. Once you move a wall, relocate plumbing, add circuits or replace the lighting, you are generally into permitted work, and the City of Irvine will want plans and inspections. The exact threshold depends on the scope, so the practical advice is to describe the job to the city or to your contractor and find out early, rather than assume.
When the work is permitted, the new lighting has to comply with the current energy code. It does not matter that the old fluorescent box in your soffit would never pass today. What gets inspected is what you install.
What High Efficacy Means in Practice
Title 24 asks that permanently installed residential lighting be high efficacy. For a homeowner, that mostly means LED, but not just any LED. The fixtures or lamps generally need to be certified to the state’s requirements for residential lighting, and that certification is marked on the product or its packaging. Inspectors look for it.
This is where retail purchases go wrong. A box at a big store that says LED and energy saving is not automatically compliant. Some fixtures are, some are not, and the difference is the marking, not the brightness or the price. We check the specification sheet for every fixture before it is ordered, because finding out at final inspection means taking down fixtures that are already hung.
A few other points that come up again and again:
- Screw-in sockets. A fixture with a standard screw base can often be used, but the lamp in it needs to meet the same certification, and you are relying on the next person who changes the bulb to put in a compliant one.
- Recessed downlights. In a ceiling with an attic and insulation above, recessed fixtures need to be rated for contact with insulation and sealed against air leakage. Most older cans are neither.
- Controls. Many high-efficacy fixtures need to be on a dimmer or a vacancy sensor. In a kitchen, a dimmer is usually the better choice.
- Separate switching. Lighting under cabinets or inside them is expected to be controlled separately from the ceiling lights.
None of these rules are strange. They line up with what makes a kitchen pleasant to work in. You want to dim the room at night, you want the counter lights without the whole ceiling blazing, and you do not want a hot, drafty can leaking cooled air into the attic through a Southern California summer.
Recessed Lights: Replace, Retrofit or Rethink
Many Irvine kitchens built in the seventies and eighties have one of two lighting setups. Either there is a large fluorescent fixture recessed into a dropped soffit or ceiling box, or there is a scattering of old incandescent cans. Newer builder kitchens usually have a regular grid of LED cans on a single switch.
For the older kitchens, the ceiling is often opened anyway. Soffits come down when new upper cabinets go to the ceiling, and removing a fluorescent box leaves a big hole. At that point, new airtight, insulation-rated LED downlights are the obvious choice. Retrofit trims that screw into an old can are cheaper per fixture, but they leave the old housing in place, and that housing is usually the part that is neither sealed nor rated.
For the newer kitchens, we often do not add recessed lights at all. We split the existing ones onto two switches, add a dimmer, and put the budget into task lighting instead.
It is also worth rethinking how many downlights a kitchen needs. A common mistake is centering a grid in the room. The light then lands in the middle of the floor, and anyone standing at the counter blocks it. Placing the fixtures closer to the front edge of the counters, so they light the work surface, usually lets you use fewer of them.
Under-Cabinet Lighting Is the Best Money Spent
If we could make only one lighting change in most kitchens, it would be under-cabinet task lighting. It puts light directly on the counter, in front of you, with no shadow from your own head. In a permitted remodel it should be hardwired and on its own switch, which also makes it the light you use most, early in the morning or late at night.
A continuous LED strip in an aluminum channel with a diffusing lens gives the most even result. Mount it toward the front of the cabinet so the light falls on the counter rather than glaring off a glossy backsplash. Match its color temperature to the ceiling lights so the room looks like one space. Put the driver somewhere it can be reached later.
The Circuits Behind the Counter
The electrical code side of a kitchen is about capacity and safety. The basic pattern in a remodeled kitchen looks like this:
- At least two 20 amp small appliance circuits serving the countertop receptacles, which cannot also feed lighting or rooms outside the kitchen area.
- GFCI protection on receptacles serving the countertop, and on other receptacles where the code calls for it.
- Arc-fault protection on kitchen circuits, typically provided by a combination breaker at the panel.
- Receptacles spaced so no point along the counter is too far from one, including short counter sections and the island.
- Dedicated circuits for fixed appliances such as a dishwasher, disposal, built-in microwave and refrigerator, and an appropriately sized circuit for an electric or induction range.
In an original tract kitchen, the existing circuits often do not come close. It is common to find two receptacle circuits shared with the dining room or family room, a dishwasher and disposal sharing a circuit, and ungrounded wiring on older runs. The honest fix is to run new circuits back to the panel while the walls are open. Trying to extend what is there usually ends in tripped breakers and an inspection correction notice.
Islands are a special case. If your new island has counter space, it will usually need at least one receptacle, and getting power to the middle of a slab floor on a single story can mean cutting a channel in the concrete slab or running through a floor system. Plan that before the island size is fixed.
Ventilation Belongs in the Same Conversation
A range hood is part of the electrical plan too. It needs a circuit, and a larger hood can raise its own questions. Hoods that move a lot of air can require make-up air so the house is not depressurized, and a hood ducted to the outside does far more than a recirculating one. If you are moving to a big professional-style hood, raise it early, because the duct route and any make-up air change the ceiling work.
Does Your Panel Have Room?
This is the question that changes appliance choices. Many older Irvine homes have a 100 or 125 amp electrical service. That service may already carry central air conditioning, an electric dryer, sometimes an electric water heater, and increasingly an electric vehicle charger in the garage. Add an induction range, a wall oven and new appliance circuits, and the numbers can stop working.
The way to find out is a load calculation, done before you buy appliances. There are a few possible outcomes:
- It fits. The existing service can carry the new load, perhaps with some breakers moved or replaced.
- It fits with management. A load management device can prevent two large loads from running at full draw together, avoiding a service upgrade.
- A subpanel helps. The service is adequate but the panel is out of breaker spaces.
- The service needs upgrading. This involves the utility and adds time, so it is better known at the start.
Some older panels in the area are brands that electricians prefer to replace rather than work in. If yours is one of them, the remodel is a sensible time to deal with it, since the walls near the panel may be open anyway.
Condos, Townhomes and the HOA
A lot of Irvine kitchens are in attached homes. Condos and townhomes often need architectural review from the association before work starts, and the association may care about electrical work that touches a shared wall, runs through a shared attic, or affects the building’s service. Associations usually want to see drawings and a scope.
We draw the electrical and lighting plan so it serves both audiences. The same set that goes to the city for the permit can go to the architectural committee, with the shared walls and any work in common areas called out. Submitting both in parallel can save weeks.
How the Inspections Fit the Schedule
Electrical inspections usually come in two stages. The rough inspection happens with the walls and ceiling open, after boxes are set, cable is run, and new recessed housings are in place. The inspector checks circuit sizes, box fill, cable support and fixture ratings. Nothing gets closed up until that inspection is signed. The final inspection happens once fixtures, switches and receptacles are installed and working.
On a kitchen job those two stages sit inside a larger sequence: demolition, framing changes, plumbing and electrical rough-in, rough inspections, insulation and drywall, cabinets, countertop templating, counter installation, backsplash, then electrical and plumbing trim and final inspection. The countertop template cannot happen until the cabinets are set and level, and slabs can take a while to arrive after templating, so a delay at rough inspection ripples all the way down the line. Planning the electrical scope early is what keeps that first inspection from being the bottleneck.
What to Skip
Not every kitchen needs all of this. If your house is a newer build with a modern panel and dedicated circuits already in place, there is no reason to rewire it. A lighting refresh, with under-cabinet strips, a dimmer and perhaps one pendant over the island, will make a larger difference than new wire behind the same walls.
We also steer people away from a few common spends. Whole-house smart lighting systems installed for one kitchen rarely justify their cost. Doubling the number of downlights usually makes a kitchen look like an office rather than making it work better. And a decorative chandelier over a work island often ends up switched off while the task lights do the real work.
Where to Start
Before you choose a single cabinet door, take two photos. One of your electrical panel with the door open, so the brand, the main breaker and the circuit labels are visible. One of your kitchen ceiling, showing the existing fixtures and any soffits. Those two pictures tell an experienced remodeler whether the job is a lighting refresh or a rewire, and whether the panel will shape your appliance choices.
